The soccer league is administered by a self-appointed group of parents who have become great soccer enthusiasts. They decided it was time to divide the players according to their abilities by creating a Red Division for better athletes and a White Division for the also-rans. There were a lot of parents who didn't want the stigma if their sons being in the White Division. They didn't want to go to supermarkets and have to explain to their neighbors that their kids weren't competitive. If a boy gets the impression he is not as good as little Joey who's in the Red Division, this will scar his mental image of himself as an achiever in life.
